Kerbside recycling

In February 2004 the Blue Bin - Recycling at Home initiative was introduced to all households in the Borough, specifically for the collection of dry recyclable items. The items which can be put in the blue recycling bin includes newspapers and magazines, cardboard, plastic bottles, steel/tin cans and aluminium cans. The blue recycling bins and the ordinary grey/black bins are collected on alternate weeks on the normal collection day. All materials collected in the blue bin are taken to a Materials Recycling Facility (MRF) to be separated into different components, baled and shipped to a reprocessor for recycling.

Household Refuse Collection Service

Rules

  1. Grey bin to be used by each householder for the separation, storage and collection of ‘non-recycled’ waste.
  2. Blue bin to be used by each householder for the separation, storage and collection of ‘recycled’ waste.
  3. Council will collect one grey bin and one blue bin from each Borough home on alternate weeks. That is a grey bin [non-recycled waste] will be collected one week, the blue bin [recycled waste] the next, and so on throughout the year.
  4. Recycled waste or ‘dry recyclates’ are – card, cardboard, newspapers, magazines, plastic bottles, steel and aluminium cans.
  5. Information will be provided to householders on the types of waste to be placed in a blue bin. The bins will also be labelled to remind householders.
  6. The only exception to the one bin per week rule will be for those households meeting the Council’s approved criteria – a large family [6 or more persons continually in residence] or households with a medical need. Following approval, such homes will be entitled to present 2 grey 240 litre bins on the appropriate collection day.
    [To receive exemption individuals must submit their case in writing to the Council’s Health & Environmental Services Department for approval. The exemption granted is subject to monitoring over time at regular intervals.]
  7. Council will collect from each home in the Borough each grey bin and each blue bin 26 times per annum.
  8. In order to establish the separate collection of dry recyclates, the Council will place a blue 240 litre bin at each home in the Borough, initially distributing that bin free of charge to each home in existence at 1st January 2004.
  9. Council will continue until 31st March 2005 (extended to 31st March 2007) to supply a blue 240 litre bin to each home in the Borough established by that date on the request of the householder.
  10. Thereafter it will be the responsibility of each householder to supply both the grey and the blue bin.
  11. Each blue 240l bin distributed by the Council prior to 1st April 2005, is being provided to a particular address and the bin remains the property of the Council. [Occupiers ought not to take these blue bins with them were they to move home.]
  12. Council will only collect, on the relevant collection day, the correct type of waste, placed by the householder in the correct bin.
  13. Only bins which are in a sound condition will be collected by Council.
  14. It is the householders responsibility to replace damaged or missing containers.
  15. Overfull or excessively heavy bins will not be collected by the Council.
  16. No side refuse [that is, waste not placed in the relevant bin] or additional waste will be collected.
    [Any additional waste ought either to be stored by the householder until the next relevant collection day, or taken to one of the two civic amenity sites provided by the Council at 44 Knock Road, or 8 Burnquarter Road, Ballymoney.]
  17. Where prior to 1st April 2005, the Council has supplied a blue bin free of charge to a Borough home, should the householder not use the bin correctly for its intended purpose, that is, the recycling of household refuse, the Council will repossess the bin.
  18. Householders who choose not recycle waste will only have their grey bin collected every other week.
  19. Council operates a kerbside collection service.
  20. Council operates an ‘Assisted Persons Scheme’ for those living on their own who have a medical condition or disability which would prevent them placing their bin at the normal kerbside collection point or where all the persons occupying a home are incapacitated due to a medical condition or disability. Following approval, Council staff will both take out and return the bin on the relevant collection day.
    [To avail of the ‘Assisted Persons Scheme’ individuals must submit their case in writing to the Council’s Health & Environmental Services Department for approval. The Scheme is subject to monitoring over time at regular intervals.]
  21. Council has the right to specify the collection point for individual properties and when this provision is used it will notify householders accordingly.
  22. Occupiers should present the relevant bin by 8.00am on the specified collection day.
  23. Bins should be presented in an appropriate manner [as directed by Council] and not placed so as to cause an obstruction or other hazard.
  24. Council will draw breaches of its Household Waste Collection Service Rules to the attention of relevant householders by means of a written notice.
  25. Council will keep the Rules relating to its Household Refuse Collection Service under regular review, and will monitor their application via its Health & Environmental Services Department.
